gfortran-mingw-w64-x86-64 software package provides GNU Fortran compiler for MinGW-w64 targeting Win64, you can install in your Ubuntu 12.04 LTS (Precise Pangolin) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-mingw-w64-x86-64
gfortran-mingw-w64-x86-64 is installed in your system.
Make ensure the gfortran-mingw-w64-x86-64 package were installed using the commands given below,
$ sudo dpkg-query -l | grep gfortran-mingw-w64-x86-64 *
You will get with gfortran-mingw-w64-x86-64 package name, version, architecture and description in a table
